According to the APA 6th and 7th ed., the following options can be used to locate quotations in cited literature:

1. Use a heading or section name.

(Hyatt, 2018, Deliberative choice of technology section)

2. If the heading or section name is too long to add to the citation, abbreviate or shorten it and enclose in quotation marks.

(Hyatt, 2018, "Be transparent" section)

3. Use a paragraph number (if no numbers are visible, count the paragraphs manually. 

Use the abbreviation para.

(Hyatt, 2018, para. 5)

4. Use a heading or section name in combination with a paragraph number.

(Hyatt, 2018, "Be transparent" section, para. 10)

 

If you need to cite from a Kindle book, do not use the Kindle location numbers.  Use the page numbers provided or use any of the options above.

Always use the option that will help the reader find the quotation easy.
